The Binghamton City School District accepts the responsibility to challenge all students to reach their fullest potential.  We provide Special Education services to students with disabilities to support the acquisition of knowledge, along with skills and attitudes necessary to become responsible citizens.  Every effort is made to meet these students' individual needs and goals in the context of a regular classroom, through a rich and accommodating curriculum, and an extensive range of services including Speech Therapy, Occupational Therapy, Physical Therapy Counseling and Special Education.

Students receiving these Special Education services are expected to meet high educational standards in the Binghamton City School District.  For most students with disabilities, that means participating in general educational classes and state assessments and earning a Regents or Local Diploma.  For students with severe disabilities, we provide Standards-Linked Curriculum and Alternate Assessments to monitor progress.  These students will exit with a Skills Achievement Commencement Credential (SACC).

For students with disabilities whose needs cannot be met within BCSD, the district's Committee on Special Education will recommend BOCES, private day-treatment programs or residential placement.

Diagnostic Screening for Special Needs
Any child entering the Binghamton City Schools for the first time will be screened for potential disabilities and for potential giftedness.

Students scoring below designated levels on New York State tests may be screened to determine whether or not they may have a disability.  Screening takes place throughout the school year.  Parents will be notified if their child is found to be either potentially disabled or potentially gifted.
