Dr. Marion H. Martinez has devoted her entire professional life to education. Graduating from the College of St. Rose and SUNY Albany, she began her career as a junior high teacher in Ravena, New York.  She continued graduate studies at the University of Hartford where she earned a doctorate in educational leadership.

She has had a broad range of educational experiences, including building-level, central office (director of special education/research, director of instruction, assistant superintendent, and superintendent) and state-level at the Connecticut State Department of Education (associate commissioner for teaching, learning and instructional leadership).

As the superintendent, Dr. Martinez is responsible for overseeing the direction and operation of the entire school district.  She directs the central and building-level administrative staff and serves as the district representative to the community.  Her position is appointed and supervised by the Board of Education.

A native of Binghamton and a graduate of Binghamton North High School, Mrs. Karry Mullins has utilized her leadership skills in the classroom, as a building principal and as a district administrator to make a difference in the Binghamton schools.

Mrs. Mullins received a B.S Ed degree in Special Education/Psychology from the State University of New York at Geneseo, her M.A. from Binghamton University, and her Certificate of Advanced Study from SUNY-Cortland. 

From 1987-1998, she worked as a special education teacher in the Binghamton City School District.  From 1994-1996, she took a leave of absence from her position to oversee a NYSED grant to support students re-entering schools after a Traumatic Brain Injury in the Southern Tier.

In 1998, she was named Assistant Director of Special Services and, in 1999, moved to Director of Special Services, a position she held until 2010 when she assumed her role as Principal of Calvin Coolidge Elementary until 2013.

In her current position as Assistant Superintendent for Administration, Mrs. Mullins develops and administers the district wide budget and long-range financial planning.  She supervises all business functions of the district, including business management, transportation, buildings and grounds, and food service operations.  She oversees all aspects of district wide capital improvements, including the rebuilding of MacArthur Elementary School.  She chairs committees related to student attendance, discipline and performance, and co-chairs the district wide committee for instructional technology.  She works with the Assistant Superintendent for Curriculum, Instruction and Accountability in developing the Contract for Excellence funding plan.  She acts as the district's chief information officer, and coordinates district wide emergency response, safety and risk management.  She performs annual professional reviews for administrative personnel, and assists the Superintendent as needed.
