Registration Procedure

REGISTRATION PROCESS & PROCEDURES


New Registrants to District:

Families new to the Binghamton City School District (or returning to Binghamton) must come to Central Registration at 98 Oak Street. Maps from each school to 98 Oak Street have been provided to each building.

1. General education students requesting registration at Binghamton High School will be required to meet with a Binghamton High School Guidance Counselor prior to registration. Administration will be called in to meet with student/families as needed

2. Parents/Guardians will present proof of residency, custody papers, permanent records (grades, attendance, discipline), and other pertinent documentation required for registration. Questions in regard to custody and residency issues will be addressed through the Office of Pupil Services and Attendance.

3. Parents of students requiring English as Second Language will complete the Home Language questionnaire as part of the registration packet. The initial screening process will take place at the building they are assigned to.

4. After registering students in School Tool:
a. Registrar will email principal/counselor/clerical personnel that child has been registered in that building with a projected enrollment date.

b. Registrar will scan registration information to the respective building(s) and give a projected enrollment date.

c. Registrar will fax a Request for Records instructing previous school to send school records to students new school building or to Pupil Services if required documents are still needed.

d. All registration paperwork will be forwarded to the receiving building.

e. Buildings will email to Registrar for the Elementary level, Homeroom Number/Teacher and start date if change is needed from projected enrollment date given.

f. Buildings share medical information with school nurse as soon as possible. School nurse will flag student’s record of any required medical alert as needed.

g. Central Registration makes every attempt to give school buildings 24 hour notice for students to begin.

h. It is communicated to the family that buildings (teachers) get 24 hours’ notice for their student to start. If the registration information is entered into the system before 9 a.m., families are told they can call the building the next day for an official start date. Registration information input after 9 a.m., families are informed to call the building for an official start time in two days.

5. Students with disabilities who disclose this information will be asked to
complete required documents from Special Services.

a. Registrar will register student(s) in School Tool.

b. Documents will be forwarded to Department of Special Services.

c. Registrar will fax previous school a Request for Record instructing these be returned to Special Services.

Intra-District Transfers

1. Building clerical staff notify Central Registration and indicate that a change of school is warranted. Please provide up to one week after parents are informed to allow them to make any necessary arrangements for child care.

2. Principal or designee of sending school contacts parent and informs them of the need to change schools, referring them the Office of Attendance & Pupil Services.

3. Central Registrar will request proof of residency and adjust building in School Tool on the effective date.

4. Principal or designee of sending school contacts receiving school that child should be entering by a specific date and forwards student cumulative folder to receiving school. Sending school nurse should be informed of change to expedite transfer of medical knowledge to receiving nurse.

Kindergarten Registration

Kindergarten registration will be done at Central Registration located at 98 Oak Street except for the 2 weeks designated in the Spring of each school year. During the two week registration period, buildings will distribute and collect documentation which will be forwarded to the Central Registrar who will enter all incoming students.

Pre-School Registration


Pre-School registration will done at Central Registration located at 98 Oak Street. Central Registrar will enter all incoming students.

Change of Address, Phone, Cell, Contacts, Homeroom, Building, etc.

All information pertaining to the above will be referred to Central Registration and changes will be made on student records by Central Registration staff.
